Saikhom Mirabai Chanu (born 8 August 1994) is an Indian weightlifter. She won the silver medal at Tokyo Olympics in Women's 49 kg, thereby bringing India its first medal in the event. A regular presence in international events since 2014 in the 48 kg category, Chanu has won the World Championships and multiple medals at the Commonwealth Games. She was awarded the Padma Shri by the Government of India for her contributions to the sport. She was awarded Rajiv Gandhi Khel Ratna awards by the Government of India for year 2018.

Chanu had won the silver medal in the women's 48 kg weight class at the 2014 Commonwealth Games, Glasgow; she went on to break the games record en route to the gold medal at the 2018 edition of the event held in Gold Coast. Her biggest achievement came in 2017, when she won the gold medal at World Weightlifting Championships held in Anaheim, United States. She won a Silver Medal and India's 1st Olympic Medal at the Tokyo Olympics




Saikhom Mirabai Chanu was born on 8 August 1994 in Nongpok Kakching, Imphal, Manipur, to a Meitei family. Her family identified her strength from an early age when she was just 12. She could easily carry huge bundle of firewood to her home which her elder brother found it hard to even pick up.




Chanu qualified for the 2016 Rio Olympics in the women's 48 kg category. However, she failed to finish the event as she failed to lift the weight in any of her three attempts in clean & jerk section.In 2017, she won the Gold medal in the Women's 48 kg category by lifting a competition record 194 kg in total (85 kg snatch and 109 kg clean & jerk) in the 2017 World Weightlifting Championships held at Anaheim, CA, United States.




In 2021, Mirabai Chanu became the 1st Indian weightlifter who qualified for the 2021 Summer Games as she secured 2nd position in the 49kg category.Mirabai Chanu, is the only Indian women participating in weightlifting competition in Tokyo Olympics, as she eye for redemption since the disappointment in Rio.The 27 year old, lifted 86kg in snatch and then created the world record by lifting a massive 115kg in the clean and jerk, as the combination of 202kg won her a Bronze medal and a ticket for Tokyo Olympics.




Chanu lifted a total of 196 kg, 86 kg in Snatch and 110 kg in Clean and Jerk to win the first gold medal for India in the Commonwealth Games 2018. En route to the medal, she broke the games record for the weight category; the effort also marked her personal best performance.She won Bronze in Clean and Jerk at 49 kg Category in 2019 Asian Weightlifting Championships. The total weight of 199 kg was her best ever and she just missed out on a bronze medal as her Snatch weight was lower than the third place athlete, both of whom had an identical total. At the 2019 World Weightlifting Championships, Mirabai lifted a total of 201kgs (87kgs Snatch and 114kgs Clean & Jerk) to finish 4th. This personal best total also created a new national record in the 49kg category. She broke her personal record again four months later when she lifted 203kgs (88kgs in Snatch and 115kg in Clean & Jerk,) in the 49kg category to win the gold medal at the 2020 Senior National Weightlifting Championships.




Chanu won the silver medal at the 2020 Summer Olympics in Tokyo, becoming the 1st Indian weightlifter to win silver in Olympics, winning a silver medal in 49kg weightlifting with a total lift of 202 kg. Chanu managed to lift a total of 202 kg in the women’s 49kg category to become the second Indian weightlifter after Karnam Malleswari to win an Olympic medal. A new Olympic record was registered by Mirabai Chanu with a successful lift of 115kg in clean and jerk.The Indian Prime Minister Narendra Modi congratulated her on bringing home the silver medal from the event, stating it as "India is elated with happier start and a stupendous performance"

 The Secretariat is the same.  Old-new is not like that.  The correct name of the old secretariat is Dr.  Jivraj is Mehta Bhavan.  He was the first Chief Minister of Gujarat.  Thirty years ago, the Secretariat used to sit there, so it is called old.  Now there sits the offices of the Commissioner.  These offices come under the original and only secretariat known as the 'New Secretariat'.  The name of the secretariat is Sardar Bhavan.  The name of the assembly is Vitthalbhai Patel Bhavan.  Vitthalbhai Patel is the elder brother of Sardar Patel Saheb who has been the Speaker of the British Parliament.




 The Government of India writes only to the Secretariat of that State.  Only the Secretariat can write a paper to the Central Government.  District offices cannot write directly to the Government of India.  The Secretariat writes to the Government of India on behalf of other offices or sends instructions from the Government of India to the districts and government agencies with its own opinion.  Only the Secretariat has the power to make rules on all the subjects that the States have got in the Constitution.  The Government of India cannot interfere in those matters.  Such as state police, certain taxes, minor mineral mines.




 🌸 There are total 6 departments in Gujarat Secretariat.  Revenue, education, industry and many more like mine!  The head of the department is the secretary and the secretariat where the secretaries of the government work!  Each section has thirty to forty branches.  The Secretariat has a total of more than 200 branches which administer the whole of Gujarat.  Makes statewide policies and instructs Commissioner's Offices and District Offices to comply with them.  All the employees / officers of the department are responsible to the Secretary.  The Secretary himself is the Chief Secretary and Hon.  The cabinet minister is responsible.  All these ministers are jointly accountable to the legislature and the legislature is accountable to the people.  However, it is not written anywhere that the legislature is accountable to the people.


 Respect the entire administration of the government.  Runs in the name of the Governor.  However all decisions are taken by the Secretary, or Cabinet Minister / Chief Minister.  Each branch is allotted ten-twelve subjects.  The branch comes under the Commissioner's Office, the board, the corporation, and a lot of policies.  While reading the files, it seems that wow!  There are so many persecutions but there are no real powers.  Powers belong only to the Secretary and the Minister.  All Section Officers, Deputy Secretary and Deputy Secretary, put all the files under the consideration of the Secretary.  After a periodic meeting, a decision is taken on the note after consultation with the other applicable department and the file is submitted to the branch.  The section officer then informs the public of the decision taken with his signature.  If it is for all then the decision is called resolution.  If it is for internal circular only then it is called circular.  There are three to four Deputy Section Officers, one or two Clerks to assist the Section Officer and those branches of the Commissioner's Office to get information.




 🌸 Powers at district level are divided into two types.  Quasi semi-judicial general administration and another Panchayati Raj.  In general administration at taluka level there is a Taluka Development Officer (TDO) to work according to the values ​​of Mamlatdar and Panchayati Raj.  Mamlatdar is also the executive magistrate of the taluka.  Similarly at the district level there is a Collector and a District Development Officer (DDO).  There is an Additional Collector and a Deputy Collector to help them.  The policy is to be implemented in the district hence this position has been given the necessary powers.  Officers working in the field have tremendous insight and quick decision making ability which works excellently by connecting directly with the people of the entire taluka-district.


A private company, an applicant, a government body or an official may go to court in the event of a dispute or misinterpretation of the existing rules.  The court itself does nothing new.  Also, it looks at whether the laws made by the government are in line with the constitution and if so, also ensures that they are literally followed.  The government is bound to follow the court order.

🌸 સચિવાલય એક જ છે. જૂનું-નવું એવું નથી. જુના સચિવાલયનું સાચું નામ ડૉ. જીવરાજ મહેતા ભવન છે. તેઓ ગુજરાતનાં પ્રથમ મુખ્યમંત્રી હતા. ત્રીસ વર્ષ પહેલાં સચિવાલય ત્યાં બેસતું એટલે એને જૂનું કહે છે. હવે ત્યાં કમિશ્નર કચેરીઓ બેસે છે. આ કચેરીઓ મૂળ અને એકમાત્ર સચિવાલય જે 'નવા સચિવાલય' તરીકે ઓળખાય છે તેના હસ્તક આવે છે. સચિવાલયનું નામ સરદાર ભવન છે. વિધાનસભાનું નામ વિઠ્ઠલભાઈ પટેલ ભવન છે. વિઠ્ઠલભાઈ પટેલ એટલે સરદાર પટેલ સાહેબનાં મોટા ભાઈ જેઓ બ્રિટિશ કાલીન સંસદના અધ્યક્ષ રહી ચૂક્યા છે. 


🌸 ભારત સરકાર ફક્ત જે તે રાજ્યનાં સચિવાલયને જ કાગળ લખે. ફક્ત સચિવાલય જ કેન્દ્ર સરકારને કાગળ લખી શકે. જિલ્લાની કચેરીઓ ભારત સરકારને સીધેસીધું લખી શકે નહીં. સચિવાલય બીજી કચેરીઓ વતી ભારત સરકારને કાગળ લખે અથવા તો ભારત સરકારની સૂચનાઓ જિલ્લાઓને તથા સરકારી સંસ્થાઓને પોતાનો અભિપ્રાય ઉમેરી મોકલી આપે. બંધારણમાં જે વિષયો રાજ્યોને મળેલા છે તે તમામ વિષયો અંગે નિયમો બનાવવાની સત્તા ફક્ત સચિવાલયને છે. તે વિષયોમાં ભારત સરકાર પણ હસ્તક્ષેપ કરી શકે નહીં. જેમ કે રાજ્ય પોલીસ, અમુક વેરા, માઇનર મિનરલ ખાણ.


🌸 ગુજરાત સચિવાલયમાં કુલ ૨૬ વિભાગ છે. મહેસુલ, શિક્ષણ, ઉદ્યોગ અને ખાણ જેવા બીજા અનેક ! વિભાગનાં વડા એટલે સચિવ અને જ્યાં સરકારનાં સચિવો કામ કરતા હોય તે સચિવાલય ! દરેક વિભાગમાં ત્રીસ ચાલીસ શાખાઓ છે. સચિવાલયમાં કુલ ૫૦૦ કરતા વધુ શાખાઓ છે જે સમગ્ર ગુજરાતનો વહીવટ કરે છે. રાજ્યવ્યાપી નીતિઓ બનાવે છે અને તેનું પાલન કરવા કમિશ્નર કચેરીઓ અને જિલ્લા કચેરીઓને સૂચના આપે છે. વિભાગનાં તમામ કર્મચારી/અધિકારી સચિવશ્રીને જવાબદાર છે. સચિવશ્રી પોતે મુખ્ય સચિવ અને માન. કેબિનેટ મંત્રીને જવાબદાર છે. આ બધા મંત્રીઓ સયુંકત રીતે વિધાનસભાને જવાબદાર છે અને વિધાનસભા જનતાને જવાબદાર છે. જો કે વિધાનસભા જનતાને જવાબદાર છે એવું ક્યાંય લખ્યું નથી. 


🌸 સરકારનો સમગ્ર વહીવટ માન. રાજ્યપાલનાં નામે ચાલે છે. જો કે તમામ નિર્ણયો સચિવ, અથવા કેબિનેટ મંત્રી/ મુખ્ય મંત્રી દ્વારા લેવાય છે. દરેક શાખાને દસ-બાર વિષયો ફાળવેલા છે. શાખા હસ્તક કમિશ્નર કચેરી, બોર્ડ, કોર્પોરેશન, અને ઘણી બધી નીતિઓ આવે છે. ફાઈલો વાંચતી વખતે એમ લાગે કે વાહ ! કેટલી બધી સતાઓ છે પણ ખરેખર સત્તાઓ હોતી નથી. સત્તાઓ ફક્ત સચિવ અને મંત્રીશ્રી ને હોય છે. તમામ સેક્શન અધિકારી, ઉપ સચિવ અને નાયબ સચિવ, તમામ ફાઈલો સચિવશ્રીની વિચારણા હેઠળ મૂકે છે. વખતોવખતની મિટિંગ બાદ, લાગુ પડતા બીજા વિભાગનો પરામર્શ કર્યા બાદ નોંધ પર નિર્ણય લેવાય છે અને ફાઇલ શાખામાં આવે છે. ત્યારબાદ સેક્શન અધિકારી પોતાની સહી થી લીધેલા નિર્ણયની જાહેર જનતાને જાણ કરે છે . બધા માટે હોય તો નિર્ણયને ઠરાવ કહે છે. ફક્ત આંતરિક સર્ક્યુલર માટે હોય તો તેને પરિપત્ર કહે છે. સેક્શન અધિકારીને મદદ કરવા ત્રણ ચાર નાયબ સેક્શન અધિકારી, એક બે ક્લાર્ક હોય છે અને માહિતી મેળવવા કમિશ્નર કચેરીની જે તે શાખાઓ હોય છે. 


🌸 જિલ્લા કક્ષાએ સત્તાઓ બે પ્રકારે વહેંચાયેલી છે. કવાસી(quasi) સેમી-જ્યૂડીસલ સામાન્ય વહીવટ અને બીજું પંચાયતી રાજ. સામાન્ય વહીવટમાં તાલુકા કક્ષાએ મામલતદાર અને પંચાયતી રાજના મૂલ્યો મુજબ કાર્ય કરવા તાલુકા વિકાસ અધિકારી (TDO) હોય છે. મામલતદાર તાલુકાનો એક્સક્યુટિવ મેજિસ્ટ્રેટ પણ હોય છે. તેવી જ રીતે જિલ્લા કક્ષાએ કલેકટર અને જિલ્લા વિકાસ અધિકારી (DDO) હોય છે. તેમને મદદ કરવા એડિશનલ કલેકટર અને ડેપ્યુટી કલેકટર હોય છે. જિલ્લામાં નીતિનો અમલ કરવાનો હોય છે આથી આ હોદ્દાને જરૂરી સત્તાઓ આપવામાં આવેલ છે. ફિલ્ડમાં કામ કરતા અધિકારીઓ ગજબની સૂઝ અને ત્વરિત નિર્ણય લેવામાં પાવરધા હોય છે જે આખા તાલુકા-જિલ્લાની જનતા સાથે સીધી રીતે જોડાઈ ઉત્કૃષ્ટ કામ કરે છે. 


🌸 ઉપર મુજબનાં કાર્યોમાં ક્યાંય વિવાદ થાય અથવા પ્રવર્તમાન નિયમોનાં અર્થઘટનમાં ક્યાંય કાચું કપાય ત્યારે જે તે ખાનગી કંપની, અરજદાર, કોઈ સરકારી સંસ્થા કે અધિકારી પોતે ન્યાયાલયમાં જઇ શકે છે. કોર્ટ પોતે નવું કશું કરતી નથી. પણ, સરકારે બનાવેલા કાયદા બંધારણને અનુરૂપ છે કે નહીં તે જોવે છે અને જો છે તો તેનું અક્ષરશ: પાલન થયું છે કે કેમ તે પણ સુનિશ્ચિત કરે છે. કોર્ટના ઓર્ડરને ફોલો કરવા માટે  સરકાર બંધાયેલી છે.

 Surprisingly, the protagonist of the story 'Atarapi' is a dog.  Whose name is - Sarmey.  Apart from this, there are many other dog characters - Kauleyak, Sadbhavini, Sarma, Vishwakadru, Kalo નથી it is not just dogs.  Humans are also characters - Shaku, Pratha, Sanjay, Ajanmya, Guruji, Dostar.

 In the novel, dogs and humans talk to each other.  Understand each other, listen.  By making the dog a metaphor, Dhruvdada swallows very beautiful and profound words like a vein.  Atarapi is a little different and experimental than the rest of his novels.  Yet like his other books, one thing is common - self-identity.

 While reading Atarapi, I was reminded of Polo Coelho's novel Veronica.  No direct connection.  But just as the esoteric philosophy of life is easily described through the insane world, so the work is done by the world of dogs in ‘Atarapi’.
